Which of raptors?

It's one of raptors which I've seen by last weekend in Qom ( Iran ), It's juvenile.
What do you think about its species? Can the Imperial Eagle have any chance?

Hi tom,it is in line with your description, looks good for an adult Steppe Eagle

Imho Steppe Eagle shows bold barring of same size as light space in between barring all over the flight feather, not getting broader and merging at base
