As to migration, they migrate from the northern US and Canada to the Southern US and Eastern Mexico (as far south as about Veracruz, according to Cornell).

Broad-winged was my conclusion as well. if you look closely you can see some of the mottling on the upper breast, which red-tail wouldn't show.
