Shelduck?

This pic is on a local Facebook (Inch Island, Donegal) page. No species has been mentioned on the post. They look like Shelduck to me but red beaks aren't apparent.

To my very untrained eye, this looks like a flock of greenfinches but I've arrowed another bird which I didn't see at the time.
