    Budget travel advice

    Very true, and should be pretty straightforward to arrange. Better option yet would be to do Cali area for ~3-5 days to bird Km 18, San Cipriano, Laguna de Sonso then bus/drive (~4hrs) up to Manizales to bird Rio Blanco Reserve, Hacienda El Bosque and Los Nevados National Park.
