    Picus rabieri (Oustalet, 1898)

    Björn just sent me the same suggestion (but taking him from Léonore here). "RABIER Charles Anselme Adolphe né le 21/4/1856 à Buzançais (Indre) [...] Chef de Bataillon (5/10/1895) au 156ème RI" matches this (Bull. Mus. Hist. Nat., 1896): See also here and here. This is quite obviously him.

    Picus rabieri (Oustalet, 1898)

    This, in Léonore, shows that in 1898, when Oustalet published this name, Gustave Marie Paul Stanislas Rabier was still in France. Thus I'd say no, not the same person.
