    No-one here has identified it - so another option is to put it down as unidentified.

    Structure entirely wrong. Head too small, body too slim, wings too narrow, tail too long.

    Rather long-tailed with quite dinky proportions, so maybe American kestrel is most likely - but, given the way that moult has mucked up the wing-shape, I wouldn't even rule out an Accipiter.
