The welsh population is I think close to spreading across the border into Shropshire/Staffordshire so doesn't sound too unlikely.

Also, with the introduced birds in the Chilterns, Northamptonshire, Yorkshire, gateshead and Scotland there are likely to be birds sighted occasionally between these populations - which hopefully will eventually join together.
