Good question. Head appears strongly marked and bill quite two toned which would suggest Cirl and although the throat does appear yellowish I think I'd go for Cirl Bunting on this photo
 
Hi there, I wouldn´t be able to differentiate the both species. But I would prefere Cirl ;) So thanks to everybody who´s involved in the discussion! Great for me as well. It´s the second time that I saw a Cirl Bunting :)
