Seen at the fresh water lake in the city today.

It's three or four weeks early for the first black-headed gull to normally appear.

Can a young grey-hooded gull look like this?

Or is it something else?

All help gratefully received.

Rob

Hi,
it is a Black-headed Gull.
A young Grey-headed would show darker grey upperparts and completely dark underside of the wingtip, among other pointers.
