Can anyone id this bird, please?

It was approximately 16" tall. Seen in San Francisco, walking on the ground.
Took off and landed on a nearby fence when approached trying for a better photo.

Looked like some sort of auk but no matches among auklets, murrelets or murres.

Apologies for the somewhat blurry photo; best shot available.
 
Thanks all. It looked most like that but the short beak and white legs were odd.
Trying for better photos tonight; it was hanging around a parking lot, a couple of miles from the bay.
