One of my friend has seen this prey in Khar Turan National Park (35.885476, 55.902184) and we couldn't find the exact key.
What is your idea about this?

I was hesitant and it's head was not clear . I couldn't find the exact golden eagle key in this picture. Thank you so much for your ID.
 
Wing shape and proportions of what is obviously a large raptor looks Goldie imm to my eyes on first impression before scrolling down...
