Looking at.....bill length and prim extension, I would also suggest Willow.

The weak eye-ring and, to my eye, a rather long primary extension, I would cast a vote of Eastern Wood-Pewee.

Even if it was a Willow, you would not be able to identify it as such with just a photo.
