It is a very fresh juvenile: plumage is entirely fresh, with brown wash on hindneck, and outermost primary still growing.
 
again, a gull-billed tern, looks like a 2cy, otherwise it would have been hatched very early this year.

Hi Lou, wouldn't the dark crown and short, stubby bill favour the latter solution?

Edit: ah OK, I see Peter has posted just before me...
