Sri Lanka Raptors (1 Viewer)

Struggling with raptors in Sri Lanka. Two separate birds, first over Dambulla, second over Kandy. Thinking Oriental Honey-buzzard for both, due to pigeon like head. But is this likely due to their rarity? Thoughts would be appreciated.

Ive lightened that pic up now for you and in the resultant photo one can see some more detail, including the tail banding. Perhaps there is some further insight now possible. However I am not knowledgeable enough myself to diagnose .

Just got back. Although a family holiday rather than a birding trip, I was surprised of how few birds of prey that I saw.
