I'm struggling to see a Golden here Tom, on structure (too short wings and tail, wing shape) but also on colour pattern (the first generation PP should have some white to the bases on Golden?).

why not an adult or subadult? several moult waves present in primaries

Sorry, my comment was not clear. I do think it's a subadult, I meant those primaries that look to me to be still of first generation (as P7, counted inwards).

That surely applies to me as well. My experience with raptors cannot be compared to yours. I'm just raising a few questions that seemed important to me.
