Locals are always egoistical and shortsighted, against nature protection. They would destroy entire Earth and kill us all this way, if they could get one cinquefoil for that. This is why nature protection should belong to very few branches controlled by governments and supranational institutions, not private people. Like army for example.

That assumes that the elements of the federal government and military are somehow more rational and idealistic than those individuals operating at the local level. Which does not at all seem how the world works.
