Question lonely dove

I have had a pair of wild doves feeding in my garden for the last 2 years. Now just one is coming and sitting on a tree branch all day in the pouring rain. He/she just sits there and I feel so sorry for it. Is There any kind of shelter/bird house I could make which he/she would use?
