The question is what is your budget?
There are 3 main qualities of a tripod, namely weight, rigidity and price. Basically you can have any 2 but not all 3! Unless, of course, you spend lots of pennies so there goes quality number 3!
For what it's worth I would recommend a Gitzo 2 series Mountaineer tripod as the minimum. I have one of these (the GT2531) which is fine with a 500mm F4 camera lens but can be a touch wobbly with my spotting scope. Spotting scopes are far more demanding on tripods than camera gear as the magnification is much higher and there is little weight to damp down vibration.
Others will recommend much cheaper alternatives and they may well be happy with them, but I like a stable viewing setup rather than watching a little birdie dance around the eyepiece!
