Duck seen in Cadiz Spain "ringed" with bill tag. (1 Viewer)

I have asked this question also on the ID forum as I am not sure if this duck is a Ferruginous duck but the question here has anyone seen or used this type of tag on a duck.The tag is blue with the letters AF in black and I wonder who and where it was tagged.
