Snowy Owl moult?

Here's something you never get to see unless you're doing research on the snowy owl up north on their breeding grounds. Snowy owls are usually long gone from eastern Ontario by August.

This one is over-summering in Ottawa and allows a rare glimpse into how it moults. At least that's what I assume is happening in this photo?
