Steppe Eagle? (in Turkey) (1 Viewer)

Hi everyone,
One of my birder friends took these pics a few days ago. Are they Steppe Eagles? Thank u for your help in advance...

juvenile (2cy) and adult LSE: smallish bill, double comma, shortish fingers, roundish hand, white narrow band on underwing coverts OK for LSE
 
Help wanted: Double comma
Is it a wing shape term or something else entirely.

no it is a white marking (comma shape) at the base of the outer primaries and at the tips of the median primary coverts giving two white commas at the wrist

in Greater Spotted Eagle only the comma of the primaries is showing and in Steppe Eagle there should be no comma, but as soon as moult and wear start, commas can appear at these places
