Found it near El Cairo in the Valle del Cauca in Colombia on 9 June 2016.
Does anyone know what species this is or to which (sub)family it belongs?

It's possible that this is a dioptid. I have Jim Miller's published revision and the closest I can find would be Josia radians Warren, 1905 which was described from Colombia and has a yellow costa, like your specimen.
