Hi

Im in Banwen West Glamorgan any one know what this is attached and no one else has finches in cages

Hi, and welcome to Bird Forum.

It looks to me like a Canary, probably a "Red Factor" type (if they're still called that these days). They're fed supplements in their food to make their plumage red or orange.
