Pair of raptors in Stafford on tall building (1 Viewer)

Tonight I was in Stafford town centre, opposite asda there's a tall building that looks like a block of flats, could be offices, prob about 8 stories or a little more, but I saw two birds of prey on the very top of it on the ledge tonight, one kept flying off for what looked like looking for food maybe for a couple of mins then returning for a few mins to get off again shortly after, this was about 9:30pm and I watched till about 10pm.
My question is are they likely to be peregrines or do other birds of prey nest on tall buildings the same?

Any locals families with these can tell me more about them pls?

Thinking about it more, one did fly off did a small circuit then returned, well tried as it flew virtually into a window and flapped around the side of the window sort of looked a bit panicked of you can understand what I mean, just thinking now could it be a young one and was getting used to flight?
