I'm not seeing Sharpie here at all. Straight leading edge to wings, large head, tubular shaped body (less chesty than Sharp-shinned). The wavy tail bands had me thinking Goshawk for a sec, but doens't look bulky enough.

I’d go with Coopers as well. Large head and rounded corners on the tail

I'm seeing a very square-cornered tail there, verging on pointed corners! That's why I chose Sharp-shin rather than Cooper's.

I wouldn’t want to say one way or another on this bird. ID of accipiters in flight can be very tricky, particularly on the basis of a single not very good photo.
