This bird was flying over the river while I was kayaking;it was circling continuously.

I think its a sharp-shinned hawk and not a Cooper's Hawk.

Notes being the squared off corners of the tail, and head projection flush with the wrists shown well in photo 2.

This is without a doubt a Cooper's hawk. The outer tail feathers are obviously of shorter length than the middle ones.
