I can't seem to find anything for a Gull with black legs and a mostly black beak with a small red dot on the end.

Any thoughts?

Laughing Gull seems best fit, but I'm no expert, especially on gulls.

That's a laughing gull. The red on the beak is likely just a remnant of something it ate.

Ditto to Laughing Gull - the bill is fairly normal, they usually have that red tip in winter - compare e.g. here.
