empidonax ? Victoria BC (1 Viewer)

Here's a new empidonax to speculate on. A birder I know who is really good thought it might be a least(they have been recorded in the location before twice.) It was at Swan Lake in some mixed forest. It seemed small with short primary projection. It also looked like it had a more complete eye rng than it does in some of the photos
