dead bird found with leg flag NE USA (1 Viewer)

I found a dead bird with a leg flag...any ideas what kind and if I can find more info based on the flag number? F19388

My first impression was a Wood Quail (Odontophoridae), from bill shape and leg structure. Pinning it down to a species would require more work though, but careful comparison of bill to potential species (non-native) would probably do it. The leg flag looks hand made perhaps for private purposes.
 
Yes, I think you are right...a bobwhite. It was found in a grassland area known to have them. I was thrown off by the beak too. Thanks! I will keep searching the web to see if I can find more info on the tag.
