Please Help For Baby Raptor? (1 Viewer)

Hi! I found a baby raptor looking bird, a fledling, at our work office's parking garage. It's a 5 story garage which is closed off so I have no idea where it came from, it's on the 3rd floor, maybe fell from the sky and kept falling? We've been hoping it will just fly off and we put a cone by it so nobody accidentally tramples it but I'm worried for it's well being. It tries to fly but it looks maybe injured. I don't have any knowledge with birds, I've contacted Nevada Dept of Wildlife and the US Wildlife and neither are helpful, state agency doesn't respond at all. At 5 pm I'm considering taking it to a local vet. Please let me know if you have any suggestions or people you trust with this. I'm in Las Vegas. Thank you.:t:
 
Nowadays when almost everybody carrying smartphone, would be good to take photo from bird (if you don't recognize the species yourself), then it's easier to help.
