Coastal Maine, USA Some ocean bird ID? (1 Viewer)

I'm at a loss on this one. It was flying across the salt water bay at Winter Harbor, Maine. Two days ago. Its flight was very similar to what we would see from a cormorant; low to the water, on a mission to get some place. Much like how a cormorant would fly but clearly not one. The flap rate of the wings was quite rapid. No idea. Any idea?
