Harris Hawk or Dark morph Red tailed hawk? (1 Viewer)

It looks like a Harris's Hawk to me. It has a rufous shoulder patch and scapulars.

I was leaning towards Red-tailed on this one. Not quite seeing the chestnut in proper places, and face/legs seem to fit RT Hawk better.
 
Definitely not harris's as doesn't have a white vent area. I also don't see prominent rufous "shoulders"
