Unknown Bird of Prey, Western WA, 3-17-18 (1 Viewer)

Hello,

Saw this bird of prey perched on a snag today at the Billy Frank Jr Nisqually Wildlife Refuge. There was a guy standing next to me who didn't really know what it was either, but said he was thinking Peregrine Falcon.

FYI, the photo was a little dark so I lightened it so that you can see the plumage patterns better.
