The ID isn't in doubt but I took the liberty of brightening up the image anyway.

Yes reading on wiki about how it hunts: "When hunting, the common kestrel characteristically hovers about 1020 m (3366 ft) above the ground, searching for prey, either by flying into the wind or by soaring using ridge lift."

It all makes perfectly sense because that's exactly what it was doing :).

Do note that Common Buzzards occasionally hover as well. Not as often as kestrels, but it's worth keeping in mind. Of course, buzzards are much bigger and are different enough in terms of shape that you'll find it easy to distinguish them from kestrels after a bit of practice, anyway.
