Unidentified Bird of Prey Germany June 7th (1 Viewer)

Hi folks,
I spotted this BoP high up over NSG Kleinenberg, (just south of Paderborn) today (7th June).
I noted 6 primaries, but I'm not sure what it is.
Tail length is slightly shorter than wing width (Common Buzzard or Booted Eagle)
Could a young pale variant Common Buzzard grow a 6th primary, before the 'extra' one falls out?
