2cy black-headed gull. head too small, bill not strong enough and mantle too dark for med gull.

2cy Med Gull (or first summer, if you prefer). There is a suggestion in the link that this might be a hybrid. However I can't see anything to suggest why. Maybe more pics would offer a clue? Certainly not a Black-headed Gull.
