Your pics are a bit distant and blurry, but the sharp contrast between the flight feathers and the underwing coverts would point toward Booted Eagle. In the 2nd pic, the head looks tawny, which is not bad for Booted.
 
Profiles and heat haze

in your pics i also don't like the broad looking fanned tail for booted.

The shape of the tail and wings may be down to a variety of optical distortions caused by the photgraphic equipment used - the pictures do seem to be of record quality and may be highly magnified.... very difficult to offer a correct id in this case I think.
