Dear colleague
The small neat bib suggestive of Marsh Tit. According to reports the bib of the Willow Tit is larger and more diffuse.
The pale spot at the base of the upper mandible that I can see on the pic is considered to be a diagnostic of Marsh Tit in articles I have read.
Further points for consideration:
White cheek not "pure white" all the way to the back like with the Willow Tit
The smaller neck (The Willow Tit having a smaller neck according it a "bullish" appearance in contrast).
The field guides say the Marsh Tit's breast and belly are typically paler than the more warm buffish of the Willow Tit
