Hello, I am struggling with ID of this bird. Generally weird head pattern and really long bill. A hybrid? Any help? Thanks

I'd reckon just a Herring Gull. it is leucistic, and with degraded feathers - a common feature in leucistic birds, as they lack the melanin that gives feathers durability. The long bill is just apparent, due to feather loss around the bill base.
