Bad photo but HIGH probable good content (1 Viewer)

Solved

I took this photo a while ago and using my birds of Colombia field book haven´t been able to identify this parrot I´ve looked at all of the birds of the area but none seems to have the blue patterns plumage. The more likely is forpus conspecilliatus but I´m not happy with the identification. I would really like to tell wich bird this is. Any help would be appreciated. The photo was taken around (4° 0'16.47"N; 76°18'35.79"O) Valle del Cauca, buga.

Forpus are small and that looks like a medium sized bird.
With that blue head, the obvious suggestion is Blue-headed Parrot (Pionus menstruus), no?

EDIT: crossposted with Niels

It's certainly not a Forpus. I agree Blue-headed Parrot seems the most likely. Certainly the wings being swept down that far are a good argument for Pionus over Amazona, and the lack of visible red in the wing combined with the apparently blue head are good arguments. Would be hard, really, to argue anything else even if the photo is less than detailed.

Saludos y un abrazo! Lo que sucedió anoche en Bogotá es un horror :(
