I guess its gotta be a 3rd yr herring gull in a very odd molt stage? The completely white unstreaked head is odd to me. Could this just be premature body molt or is this normal?

not premature as also immatures moult their head and body during prealternate moult. it's a 4cy (or 3rd cycle) american herring gull.
