Meadow or Tree Pipit? Northern Iraq (1 Viewer)

On a wire in some rolling hills, with water and shrub trees somewhat nearby, I spied this bird 2 days ago. The lighting was bad (backlit) and it was rather distant, but I was able to get some photos.

I lean toward Tree Pipit because the flank streaks seem pretty thin, there seems to be a hint of a decent supercillium, and IMO the greater/median coverts seem to be more strongly marked black/white respectively. But it could certainly be Meadow. I did not hear it sing.
