So different name for the same thing: data roaming. Make sure you have a contract where that comes at a reasonably price, otherwise you can be toast. The EU rules to limit cost of roaming only apply to the EU area, outside it is still each one fighting for himself.

We primarily use the GPS for navigation (she's taken us over some interesting roads!). Also, we usually get a local SIM for one of our phones. We use Kölbi, Movistar is also an option. They can be had inexpensively ($10) and are easily recharged. This gives access to Waze, Whatsapp, local phone calls, etc.

Indeed, we had occasions where you simply could not use some of the roads unless on a motorbike or in a tank! We didn't actually use WAZE, just hired a regular satnav device from the car hire people and it was generally fine. Driving in CR is no problem at all.

Could not get my UK phone connected at all with a local sim, total failure. We had to call a number, they wanted passport details and all sorts of stuff and it still didn't work.
