Eagle, Georgia

Your thoughts regarding the identification of the eagle in the below photos would be appreciated. This bird was seen on 07/10/2019 in the vicinity of Zugdidi, Georgia.

At first glance the bird appeared to be a juvenile Eastern Imperial Eagle, however it is not a typical heavily streaked individual. I was wondering whether it could be a pale immature Steppe Eagle?

Thanks
