Raptor ID - Sulawesi, Indonesia (1 Viewer)

I took this photo of a raptor on 5/21/12 near Mount Lokon just outside the town of Manado in North Sulawesi. I have tried to ID it but am not confident enough to make the call. Any help would be appreciated!

It's got six primaries...should make it an Eagle..of sorts?

Could it be a juvenile Rufous-bellied Eagle? In the guide it shows them as having a clear white breast though.

I agree with BBB. Note the very short legs.
