I would have written this off as weird lighting conditions, if it weren't for the direct comparison with a normally looking Collared Dove standing right next to it. It also seems to be smaller? Could this be something exotic, like Red Turtle Dove?

Are there different plumaged subspecies of Eurasian Collared?
Definitely not Red-collared (alternative name for Red Turtle Dove). They are noticeably smaller than Eurasian collared

African Collared dove also occurs in Oman, and this bird may fit that?

They're the same size as Collared and are much paler than this with a pale head, whitish undertail coverts and a pink, not cinnamon, wash on the breast. They also have a limited distribution in Oman.

There might be something in the theory that it's a Collared-Laughing cross. Or it could just be an escaped domestic variant.
