Plants for birds on an allotment (1 Viewer)

I have a good sized allotment, I am trying to grow organically but am find it hard due to the high level of pests, this is mainly due to it being a large allotment site and other plot holders not keeping theirs so tidy. I would like to encourage more birds and ladybirds to the plot to help with some of the pests. Would anyone have any ideas what to plant, putting seed out is not really an option as it would just encourage rats and mice.

Thank you in advance for any ideas ;)

What sort of pests? Untidiness in general should benefit pest-eating predators rather than pests (e.g. slug-eating ground beetles, hedgehogs, toads).
