It was confirmed as Azure Tit.

I have since read that they gave 2 tiers to Azure Tit records in Finland - Tier One as pure Azure Tits, Tier Two as those suspected as having a some Blue Tit ancestry - this bird was Tier Two but both categories were classed as Azure Tits.
