I have not been counting a Eurasian Teal (aka Common Teal) because the AOU does not separate them into different species from the American Green-winged Teal. I am keeping it around on my list for the day when they might.

If you were visiting another country/region/etc. with a different ornithologist's union would you use that union's list? So if I was in Europe and saw a Common Teal would I then get to count one I saw there but still not count the one I saw here?

Who's rules do you abide by in the birding world? When in Rome???
 
Well, it's not always easy. Even in the UK, people use different lists from different authorities(BOU, UK400, AERC, etc). I guess it depends on whose list you agree with most, be it AOU, IOC, AERC, etc.
 
My own rules, obviously...
I count "wild, recognisable forms I've seen or heard" for myself, so my list contains a lot of possible splits... and it's always smart to try to be ahead of the game!

However, if you want to compare lists, you should adopt the rules of some organisation. If people are desparate to know my Dutch list, that's on-line somewhere (according to Dutch Birding rules).
I don't feel the need to compare my British (or world or ABA) list with anyone else's, and I couldn't bring myself to counting Egyptian Goose, Pheasant, Red-legged Partridge etc. anyway.
