Which raptor is this?

Saw this raptor two years ago. Was extremely small, kestrel-size, and has a very small bill. Looks remarkably falcon-like. Was perched on wires. Which small raptor is this? Looks like a small falcon, but don't want to make any guesses. Looks the most like a merlin to me, though. Taken in January 2018 near Cambridge.
I have only one photograph of this bird.

They do vary in size - down to the size of a Carrion Crow. But probably just misled by a perspective/distance combination.
